What SM&CR is for
The Senior Managers & Certification Regime (SM&CR) raises standards of conduct and makes individuals personally accountable. It has three parts.
- 1Senior Managers Regime — the most senior decision-makers hold FCA-approved functions with a Statement of Responsibilities.
- 2Certification Regime — the firm certifies, at least annually, that staff in roles that could harm clients are fit and proper.
- 3Conduct Rules — a baseline set of behavioural standards that apply to almost everyone.
